If you don't have an immediate need and don't need the atlas in perfect condition you can save quite a bit buying one used at Amazon.

Why are there so many scales not shown on the RandMcNally map?

The key words you are looking for are "motor carrier road atlas". As long as it caters to this then its up to you which you think is better. I recommend a good laminated one. You can buy them cheap on Amazon.com. You can write in them with dry erase markers and then erase with a paper towel. A map is the last thing you want to go cheap on!
No matter what you need a map. Even if you have the worlds best GPS you still need a good motor carrier road atlas. You also want one that is fairly up to date. No more than a year or two old. Amazon sells last year issue of Atlas' at a very good discounted price. Usually like up to 75% off.
I also recommend you buy one asap and start studying. There is a wealth of CDL info in them and you can also start practicing trip planning. You will definitely need it for when you go to school. Most info you need to know for the CDL test is right there in the Motor Carrier Road Atlas. Even shows how to correctly fill out logs.
