No policeman is going not have a clue for very long. Out comes the bathroom scales. (Big enough to stick under each dual)

When I was hauling dies, the cops in one county knew exactly what the weight was of those dies by volume and could tell if the truck is over limit or not. I was pulled over many times and followed to the portable scales to be really close to the truck limit and the cop would always say it was close to what he calculated.
I've seen them tow scrap hauler trucks to the impound lot many times when I was hauling scrap dies. When I was at the Portable Scale one day I asked one of the cops about it and he said these are companies who were warned not to be overweight, so it was $1100 to get the truck out after the fine was paid with a $500 a day storage fee. -
If it were a tricycle with air brakes. You would need a cdl to ride it.

Long answer 383.5:
1) Combination Vehicle (Group A)—having a gross combination weight rating or gross combination weight of 11,794 kilograms or more (26,001 pounds or more), whichever is greater, inclusive of a towed unit(s) with a gross vehicle weight rating or gross vehicle weight of more than 4,536 kilograms (10,000 pounds), whichever is greater; or
(2) Heavy Straight Vehicle (Group B)—having a gross vehicle weight rating or gross vehicle weight of 11,794 or more kilograms (26,001 pounds or more), whichever is greater;
Notice it’s GCWR or GCW whichever is greater for A and GVWR or GVW whichever is greater for B. It’s not just the rating, but actual weight. -

A single vehicle, NO trailer with a rated weight under 26,001 DOES NOT REQUIRE A CDL unless said vehicle is hauling a reportable quantity of Hazmat OR is built to carry 16 or more people. Please read that again. The OP clearly stated NO TRAILER. -
