    I can’t believe you people are carrying on like this!
    It doesn’t matter. Missouri will require him to get a Missouri permit then license!
    He can transfer afterward.

    I don’t think this is the issue you want to pick with me, given my personal involvement and knowledge with forcing states to comply with the regulation in question.

    It’s simple, and while I realize that this is somewhat new to many people, this is the current system of how students can test, precisely to avoid the hassle and rigamorale outlined by others.

    You get your permit in you home state, it matters not where you test, and you get your license issued by you home state. Done.

    Doesn't Prime require out of state students to have a permit from their home state when they arrive at school in Springfield? Seems like I remember reading that.

    No...Missouri changed all that last year. They want the money. Prime’s thousands a year who never make it past the permit stage.

    Prime sets you up with an ‘address’ so you get can get an MO learners permit as a resident, is the way I understand it.

    Other companies (I’ve seen threads on here...) are in states compliant with the ROOSTER system, and after students test are being sent home to pick up their license (saw a thread by a guy from Massachusetts, I think, where he said exactly that, recently).

    This is precisely what the regulation I cited is intended to prevent - unnecessary and pointless switching of addresses and residencies simply to test in another state, which, technically as others here have pointed out, is a grey area, legally speaking.

    The FACT is, that if Missouri won’t test an out of state permit holder, they’re in violation of federal regulation. Period. Full stop.

    We successfully forced a neighboring state to honour our testing results, just a few months ago. It took a meeting with Federal Motor Carrier folks to make it happen, but we got it done.

    The ROOSTER system was supposed to be in place no later than 2015...cough.

    Definition of terms:

    ROOSTER - computer system that allow states to transmit test results to the home state of the student.

    States were requesting waivers for compliance, as they had already scheduled computer upgrades for further on down that road, later than the required 2015 compliance date.
