It does get tarped if it doesn’t have the paper on it. That’s the purpose of the paper, so it stays clean and dry. Same as the load of lumber I posted a pic of.
And if you load at the mill in Slave Lake it’s mandatory tarp whether it has bags or not, but 90% of the time we load at a reload yard so it’s our choice.

And it’s up to the mill and the customers as to what gets tarped. The “US” doesn’t demand it. If I pick up a paper wrapped load of any kind and it’s dispatched as full tarp, as long as the roads aren’t total slop in the winter, I’ll call the customer and ask them if they want the paper clean or just make sure it stays on the units. Most times as long as you keep the paper on they’re fine with not tarping.
