It needs to be moved forward. If the factory holes are there,you can do it yourself. You just need a wrench,breakerbar and a loaded trailer.

 

It's definitely a custom request to have the 5th wheel set that far back. Yes, it can and should be moved if you're pulling "normal" trailers and heavy loads. Hard to say if there are factory holes already drilled for the original position. If so, that will make the modification less costly and easier. Search your area for "Fontaine 5th" or "Holland 5th" for dealers. These places and other trailer places do this sort of work.
