I'm curious about how the market over there works compared to here.
Here anyone can take a very basic driving test to get a license, buy an old beat up junk truck and trailer and get a motor carrier number (what is referred to as operating authority), which only costs 300 dollars. There are a handful of other requirements such as joining a drug consortium for random testing, and filing ucr and ifta but they are low cost and boil down to simply filing out a few forms. The only real barrier is insurance, which can cost a new entrant 15 to 20k a year(but as with all insurance you can do 20% down and monthly payments). And that's it. It's truly a free market with no regulations on rates or what you can load. Nothing prevents a guy from going to a company and offering to ship their product for 50 cents per mile less than everyone else.
How does this compare with how it works there?
Edit to add: there are additional requirements for hauling hazardous material but its just more paperwork and insurance requirements.

No money lost. Down payment coming off trade-in. Many mid size and large fleets order set amount of trucks, but don't take them all. Dealer just makes them stock units on lot. Lead times on trucks vary from six weeks to six months.
