I know that every time I've been drug tested, I don't recall signing anything except my urine sample. In that case I initialed it.

 

Leaving a testing facility without providing a sample is generally an automatic "refusal". Doesn't really matter the reason/excuse.

 

Being blunt,
Did he piss in a cup?
Does he have paperwork saying he pissed in a cup at dot approved collection center?
If not it will be viewed that he refused test. Doesn't matter if you got a call from the commander in chief, saying go back to work.

Unless the collection center is on fire, I'm going in and giving a sample no matter who calls, etc

 

I think your boyfriend told you some BS....then tried to get on somewhere as if they would not run his records, and now he's in a bad way. If he was really in some poo, he would posted and got answers himself.....as opposed to the non-CDL holder. Just saying
