    Everything is LEGAL....UNTIL YOU get caught....But yes A HORN not necessarily AIR HORN
    393.81 Horn.
    Every bus, truck, truck-tractor, and every driven motor vehicle in driveaway-towaway operations shall be equipped with a horn and actuating elements which shall be in such condition as to give an adequate and reliable warning signal.

    No, it's not.

    The regs state that you must have working horn, they do not specify which has to work.
    If only your city horn or , only your air horn works, as long one works you're good to go.

    The reg horn works but not the air horn. Guess I’ll put it on my pre trip tomorrow
