Well, that's about the only part of it I gleaned. But "line 5" was a carrier option then, and it's seems to still be a carrier option. Seems we're still not going to have a line 5, but if something like this comes up, we're supposed to send a note, and they will change it. Change it to what, I don't know. But I'm glad I'm not the one in safety having to deal with all the numnuts testing to see what they can get away with, now.

PC is 2 hours in a 24 hour period. That's what we have.
Let's say for the sake of argument, you can PC all day.
So the dude leaves shipper at 2200. So there's is no where now to park. So now he drives for 250 or so miles? How many in the wrong direction?
Company drivers paid for all the wrong way miles, then the mile back?
Sheeeeeeeet, I'd be driving a 100 miles the wrong way to a safe haven every load. -
Yeah, we shall see. As I already indicated, some companies (especially megas) eliminated the option of personal conveyance on their ELD's a long time ago.
I used to work in safety for awhile with a company that had about 150 trucks. When we put in ELD's, PC was left available to the drivers, and yes, there was a LOT of abuse, which is exactly why some companies have taken away the option all together. -
That wasn't underlying emphasis, that's the rule.
So exactly what have they compromised?
They have let the billionaires that own the shippers push them into a corner at the expense of the drivers.
So where do you go? 24 miles the wrong way, or 30 miles the way you need to go, that's against the rule.
This ammendment is nothing for the drivers. It is 100% for the big money corporate shippers, that can now send people home, cause they can keep the driver there indefinitely.

The point that was made inthe interview was that the driver needs to be prepared to prove that any parking that is passed up was in fact full.

I'll take that 30 miles in the direction headed.
Otherwise the company will invoke a incident against you and write you up for being out of route, burning fuel twice to double back and so on.
Whatever happens at the shippers or reciever does NOT matter anymore against your HOS. You will use PC while loaded or empty to a LAWFUL place to park until your recap says you have a new workday at midnight and get hours back after a 10 hour rest if necessary.
Remember there is no overtime in Trucking, it's exempt since 1938 specifically related to unloading. You can sit there and unload physically a trailer for 30 hours (I have...) without rest, without food, without too many breaks.
DOT does not (FMCSA) does not give a #### how many hours or days you lose working at a shipper or reciever, with one specific regulation. You cannot drive after such work until you have had your 10 hours rest.
Companys are going to have to build ELogs that allow PC now. They are going to have to go back and reissue old time cards relieving you of all responsibility when resting or off duty specifically and that includes PC. They may have to issue that card as well in case some knuckle dragging lawman is too stupid to understand why you are moving from a shipper or receiver towards a place where you can LAWFULLY get your complete rest without being hassled, bothered or told to move along.
Some companies have already revealed their dark true colors flying a flag with intent to abuse the new PC system to position trucks if the driver does not know much about this new rule. That will be illegal. They are cunning, devious and sneaky trying to get DOT to go along like a farm boy who does what he or she is told meekly. But DOT and FMCSA are smart they understand what is and what is not possible and will write the freedom of the trucker, that's YOU to move that 18 wheeler however near or far to get your rest without being bothered by lawmen or kicked off by private people etc.
Your HOS is NOT affected. It specifically means you will be able to have the freedom to move that 18 wheeler or even a motor coach with luggage but no people aboard to get lunch etc. As explained in that 13 page PDF I linked to. Take the time to read the #### thing and you will learn that many of the speculations and rumors and fears swirling round these forums simply is a waste of time and will go away when this becomes part of Law related to running a 18 wheeler or motor coach.Trucking in Tennessee and Bean Jr. Thank this. -
