Are Indiana State Trooper’s allowed to pull you over to perform a DOT inspection if you weren’t breaking any other traffic laws?

Yes. Most road troopers are level 3 qualified ( walk around and paperwork)and can pull you over and do a road side inspection without you breaking any traffic laws.If they're not level 2 or 1 qualified they can call A qualified DOT inspector to perform those inspections. They can even have you follow them a certain distance to a fixed scale to weigh you or a safer location to perform a inspection .

I wasn’t sure if they were able to pull you over strictly for a DOT inspection or not. It didn’t matter, I was just curious.
There were quite a few officers out today. I saw 3 or 4 Ohio officers pulling people over on 224 around Van Wert, Ohio and quite a few of Indiana officers as well. About 30 mins before I was pulled over for the inspection I had to go through the scales on Interstate 69 South bound (Indiana) and made it through ok and boom got nailed for a random inspection like I said about 30 mins later traveling west bound on state road 18.G13Tomcat Thanks this. -

Seems like everything is fair game. I saw a pack of black SUV's, I thank they were labeled Public Service Commission, swarm a contractor. Contractor was doing turn lanes and ditches.
They were going over all the trucks and paper work. That just seemed wrong but I was glad they were busy when I went by.G13Tomcat Thanks this. -

I’ve seen Ohio pull into truck stops on 71 and hit drivers for inspections while they were parked . Not a fan...
