I just went though this with one of my new drivers and a Kansas State Trooper (of all people) my driver got pulled over for a routine inspection, when all was done the driver asked what he did or didn't do that made the trooper pull him over.
The troopers response "according to my driver" was that this was Kansas week to focus on Haz Mat haulers and since there were no tankers around he pulled us over as it still counted on his "card" toward a Haz Mat inspection.
This driver was new to hauling cars and called me a bit down the road and told me he was going to have to quit because he didn't want to have to get a Haz Mat endorsement, I told him to send me a pic of the inspection report and asked for THAT particular trooper in person.
Knowing, (or at least thinking I knew) what he was going to say I took a jovial approach when they patched me through to him. I said something along the lines of " You have to stop scaring my drivers, it's hard to find good guys that don't wreck everything" He chuckled a bit and said what did I do now?
I told him who I was and that he had just stopped one of my drivers and now my driver wanted to quit, because "according to my driver" (and I say this because I think people have a tendency to hear what they think and not is what was said) He had to get a Haz Mat lic, and was considered Haz Mat and had to get placards and everything else.
He said I can assure you that I DID tell him that auto hauling DOES fall under the enforcement statue of Haz Mat, but because we have such a small amount in each vehicle that obviously placards, lic, and classification isn't need, but it is the reason for the higher insurance, and the reason that he was inspected that day.
So to answer the OP's question, NO you are not required to have anything a reg. Haz Mat hauler would need other than the higher insurance, but YES the rig when hauling cars does fall under the Haz Mat banner according to load classification just as far as DOT is concerned, now that I have made that plain as mud,,,,, carry on!!!! lol

Very well explained Kansas transit! Thats why the Trooper brought this up to me.... Being a private hauler I do not carry 1 million in insurance.
I'm just glad I haven't gotten stopped hauling one of my trucks on my step deck. I would have had no idea. Kind of a stupid law, especially since I can haul a skid loader or backhoe with the same amount of fuel, oil, and antifreeze and that isn't considered hazmat.KANSAS TRANSIT and BigBob410 Thank this. -
I believe it is class 9 non bulk. I have that on my mcs-150. I think it covers things like the car battery’s, fuel, etc.
