Like if I'm on a long haul just going from one truck stop to the next do I need a shirt on. Would anyone even notice

I have been driving naked since 2009. I usually just slip on my robe whenever I have to go into the truck stop.

No laws requiring one, no. My question is did you think about this? Do you really want bodily oils and sweat soaking into the seat? A couple days no biggie, but after say a year....

Just remember, even if you are just driving down the road or pulling into some greasy truckstop, as long as you are in that truck you are representing your company and the industry in general. So your appearance can go a long way in how the public perceives you, your company, and all truck drivers. Please, just put a shirt on and act like a professional.
