2013 INTERNATIONAL PROSTAR WITH MAXFORCE 13 MAKING WHISTLE SOUND WHILE ACCELERATING.

Please Help! The Truck makes Whistling/ Sqealing sound while accelerating loaded or not Loaded. It goes away when I take the foot of the accelerator. The more the rpm the louder the sound. This Morning when I started driving it was also smoking from the exhaust pipe while driving. It came from undeothe Truck but went away after 10 minutes. The power is good. I don’t feel any difference in the power while accelerating. With engine break on and foot off the accelerator it makes the noise but when I shut the engine break off and take my foot of the accelerator the sound goes away.
It all started after I heard a load POP Sound.

 

I’m going to look for that. Let me see what I can find. Maybe I can share some pictures. I took to one Mechanic shop and without looking at it they started to stress the Turbo so I left.

 

There is oil and soot on this pipe between the turbo. But it’s been like this since I changed the gasket. Little more oily than before.
Anything to do with that?

 

I believe this is where the actuator is. There is a lot soot here. This has been like this for almost a year now.

 

This is where the smoke was when started the drive in the Morning and it webt away after 10 minutes.

 

I don’t see any oil leaks besides that between the turbo pipes but it’s been like this for 7 to 8 months since I changed the turbo gasket.
