a buddy of mine works for a semi popular bus company, and he does maintenance on the buses, they are really short handed there so his boss has. been making the other employees. who dont have a CDL license move these buses, i think this is illegal but he has said it isnt since they aren't driving the buses on the road only on the premises. it only worries him because some of the guys dont even have an drivers license and they are very bad drivers that put them all in danger. because when hes ground guiding some of them they almost hit other buses and theyve already had 4 accidents from him making these other employees drive these bus, the buses hold 40 passangers so its over the limit of 5-12 i also looked at the job description and it says a driver needs a class A

On private property no license is needed at all. Only time a CDL would be needed is if they had to cross a public right of way or otherwise go on the road. Here is guidance straight from the FMCSA.
Regulations Section
Question 3: Is a CDL required for Commercial Motor Vehicle (CMV) operations that occur exclusively in places where the general public is never allowed to operate, such as airport taxiways or other areas restricted from the public? Guidance: No. Federal Highway Administration (FHWA) regulations would not require a Commercial Motor Vehicle (CMV) driver to obtain a CDL under those circumstances. The Federal rules are minimum standards, however, and State law may require a CDL for operations not covered by part 383. -

Federally. No it's not needed.
State. May require it.
I once worked as a mechanic for the county. The mechanics needed cdl. Think. Garbage and Fire trucks.
The fire trucks were occasionally driven from the station to shop and back. I"m not sure on the garbage trucks. They typically were parked at the shop but I guess one would get driven back for repairs by the mechanic.SteerTire Thanks this. -

No license required to move on private property. If an employer requires a CDL for mechanics, that’s more a matter of policy not law.
