Hard to tell the speed from the video but I'd guess 35 isn't too far off. It definitely happened in Quebec, close to Montreal going by some of the comments on facebook. Minimum speed of 60 kmh (approx. 40 mph) isn't uncommon there.

Minimum speed limits, like maximums, are meant for good conditions though.

What difference does it make if we can somehow determine “exactly how fast the truck was going”? 15, 25, 35, 45????

Is there one of those you’d excuse the driver for? Of course not because you’ve all made up your mind you're not going to excuse the driver because you were fortunate enough to not be in that place at that time, so you now have some sort of authority to pass judgment on this driver.

Not the drivers fault..In Canada u can drive 100 like that speed sign says. So really this is Canada’s fault.

It could happen to any of us... We've all done things and looked back and thought "IF such and such had occurred, I'd have wrecked."... Or "Man I got lucky."

Driver couldn’t stop in time becuase he was going to fast for the range of visibility. Yes or no?
Or is there some other excuse for it that you can think of. Not trying to sound like a prick to you at all bro. Just saying

drivers arent driving the same, they are running around trying to race a clock because you cant "cheat" on paper anymore. drivers arent any less tired than they ever were. elogs have just exposed how little the hos make sense.

I think above about your quote when I Slow down to a creep in bad conditions yet I feel content with my judgement

Once again, I'm amazed that a trucker/company would post a video of themselves, like this one, on the internet for the whole world to see.
