FMCSR 383.79. "The State of domicile of a CDL applicant must accept the results of a skills test administered to the applicant by any other State".
You will get your Learners in VA, go to WVa schooling and then if you are tested and pass CDL there you go back to VA to either be issued a CDL or transfer such to VA asap. It has to be tied to your home residence. You will need to check carefully with your home DMV in virginia to ensure you can do this and be told how exactly to do it. Then check with your school in WVa to ensure they are on the same page.lovesthedrive Thanks this. -

Where ever you pass the test for the CDL, that state will require you to forfeit any other licenses.
