Eventually the ECM will detect there is no pressure differential or heat build up in the DPF/DOC and set a DPF/DOC missing code and then eventually derate you.

Hey bro did you ever find out the issue on this? I am having the same issue hardcore surging, already changed the high pressure actuator and air control valve twice actually just to see if the acv weren't faulty and still surging and does it more under load, I'm broken down in marion, Il right now because a line busted on my high pressure fuel pump

yesterday I hooked my scan tool up and it specifically scans for Maxxforce, it says "O2 Sensor" when I pressed the info or steps, it says something about calibration, please help, because I didn't have the hiccups, and it idles like a dog barking, supposedly I have no more cooler leakage, but the hiccups really getting to me :-(

Calibration is only needed if you replace it and in order to do that you need ServiceMaxx or Navistar Engine Diagnostics for that.

Few years late but for others out there, surging after that kind of work is almost always caused by the throttle valve. Pull the butterfly out and send it.
