I'm confused, you use a frequency counter to make an antenna?

Yes, but usually double dipole for standard FM . Drive in theatre by example. Best way to tune exact. You guys would pick Ch 19 center band. The meter also displays field strength of antenna. The frequency of C.B. is so low it is very forgiving anyway so unless you need every milliwatt possible in the air just do the fiddling method..ch 1..ch 40.. adjust repeat.

Old is great! You remember drive in theatre? We still have em in Ontario. Actually there are two D.I in my area. Lindsay Drive In, and Port Hope D.I. you see truckers sometimes thru dusk to dawn weekends.

It means basically you can tune a antenna without a SWR meter. You can use it to measure where your signal is strongest. Is it going straight up in the sky, or out to where the sun meets the sky. (Low horizon)

Is that why some guys have antenna angled to talk skip? Then 34 degrees is best, but you will have very limited range front and rear.
