In a worst case scenario there is always the right side ditch... I think I'd rather take the ditch myself over running someone else into the ditch.

The sad part of the OP's thinking is the attitude that he has more right's than any other person on the road.
So, a slower tuck is in the right lane. 4 or 5 faster trucks are in the left lane, nose to tail, to pass said slower truck. Truck number 1 in the left lane can see what is ahead and can react to any problem that pops up. Trucks 2 - 5 are driving blind. With their noses tucked up under the truck ahead, they have no time to react.
Most states have laws that require "move over or slow down" for emergency vehicles on the shoulder.
BUT, any vehicle on the shoulder can and will do stupid stuff, so it is best to move to the left to avoid the possibility of them doing stupid stuff.
Those in the left lane "should" have enough space between them to allow for any vehicle they are passing to be able to merge left if necessary. And if the truck in the right lane turns on his/her left turn signal, back off and give him/her room to merge.
Heaven forbid that one of the trucks in the left lane has to slow down for 20 - 30 seconds to allow another truck to merge in front of them to pass a vehicle on the shoulder.

Go ask your safety department. They tell these idiots to give up ROW. Same for entering traffic.

I’ve been on the shoulder, under the hood, and a Truck doesn’t even bother to get over, when there’s all sort of room to. That’s rude. As long as I’m complaining, let Me say, a lot of times I can’t get over, because a Moron in a Truck whips around and boxes Me in. Just like a 4 wheeler would. Pitiful no dignity.

I was faced with this same obstacle a couple days ago,, police on right side shoulder,, peterbilt about halfway up my trailer dont think he could see the cop just yet, i got on the cb said i need over peteerbilt got some bear on the shoulder. Got somebody pulled over up here , "no problem boss" he hit the shoulder in the hammer lane and let me get over to the hammer , mean while i slowing down, and about the same time i got in the hammer he was far enough ahead he could pull back in front of me, it was like sycronized driving, ..i thanked him for bein a professional and helping me out... Once i got back in the right lane it was back to the rat race that was still going on....its still possible to work together out here...i got lucky he had his cb on or it wouldve been tough to get over.. Most of the times just gotta slow down enough so u dont blow off the cops ### hair when ya roll by him,,,, if its somebody behind me and its something on the shoulder that they might not see and i cant get over and nobodys got their radio on then im slowing down and hitting the 4 ways .. However u wanna react to that if ur behind me is up to u , but in myexperience it lets ppl know that theres something ahead they cant see and im giving them a warning but if they had their radio on they would already know ... Long story short get a ####in radio!!

All you had to do was slow down.

Well if the truck on ur left is not letting u over snd a truck just pulled out in front of u then the out is on ur right side, u need to use it.. If u hit that truvk in front of u thats ur fault if u put the truck in the, median thats ur fault if u hit the brakes and slow down and hit the right shoulder and keep, from hitting the truck in front of u but the truck behinds u hits u , guess what thats his fault.. Leave urself an exit strategy always

Eld they wont back out of the throttle for anything. Have to beat the clock.

Now to the folks that merge from a stopped position on the shoulder by turning on blinker at pulling out into traffic, I would like to rip you arms off and beat you with them. Get rolling the shoulder, then signal, then merge.

You know this is a fairly new occurrence too. 10 years ago you only saw people on the shoulder that were actually broke down. Then when they were ready to roll they would get up to 45 or 50 mph on the shoulder before merging. If it was to squirt the dirt or make a sandwich we’d hit the ramp. Cross over and park on the on ramp. But I guess everyone one has the eff you mentally now. Push the next guy in the ditch “I thought I was going to die, so I closed my eyes and turned the wheel”.
