No unfortunately the accident set me back financially & couldn’t afford it by the time I went to court. Funny it cost me even more in the long run though!

I know you’re right about that but was thinking maybe I would have a better chance if I somehow gained points back on my license instead of having this as a weight around me.

15 over is considered a major violation, 2 of them and you are done for a little while.
Most companies are not going to look at you with even 1 major violation.
As for your question, I do not think giving up your license and getting a new one, will change your driving record at all.

Giving up a CDL changes nothing.

I turned in my CDL for a particular reason, it's easier to endure any DUIs as a pain patient should I be lasso'ed by the Law and written up for it with a basic car license. The vehicle will still be forfieted but the violation if any as a car license would not impact my future chances in hiring once I retread my CDL which in my state under their laws takes very little time and money to do it.

On the other hand, giving up your CDL, is really stupid. Hold on to it. There are good things having that in your pocket. It's only time. Three years is nothing at all.

The purpose of giving up the license is to be able to go to driving school. I’m at -1 on my record and being able to put plus points back on it is why I’m asking the question I’m asking. Everything I look to apply to wants 0 or plus points.
