As far as I remember, there is a maximum slack allowed between pin and bushing in the tongue. During safety inspections, pins and bushings are measured and have to be replaced when worn out. In my opinion, that system is not necessary if everything is tight.
The pintle hitch system on the American continent is a loose fitting to begin with and it needs the ram. The type 30 brake pod does not necessarily put much pressure on the tongue compared to the potential weight in the trailer.
