Thats the other side of it. Oregon and even say above Redding Ca etc and eastern Sierras etc when it's snowed in it means SNOWED IN. like 20 feet or more. You aint getting through until spring or summer on some routes. Closed is closed.
I remember running Lookout which is a little hill in Idaho roughly but sometimes their mid winter snow banks from the plow machines are higher than the semi truck.
