You also have to factor in anything that didn’t come from the factory. Fridge, APU, TV, headache rack, grill-guard, etc etc. they may not have left any weight available for these things when they spec’d It.

Anything that can be moved toward the drives will reduce steer weight. Even making sure your fuel tanks are just ahead of the drive tires.

Or like you said, replace the axle and springs and get the truck re-certified....

I don't see how to move the tanks back I have 3/4 side fairings that would be a problem with the fuel cutouts in the fairings and the battery box would need to go forward. Someone suggested adding a extra spring and getting the weight changed that sounds like the way to go outside of burning the truck. That would lighten it up.....

I didn’t say it would be easy or cost effective, I haven’t seen your truck.
But diesel fuel is 7lbs per gallon. So 100 gal is 700lbs of fuel. 200 gallons is 1400lbs etc, physics say that the axle closer to the weight holds more of it. So if your tanks are right behind the steer axle you could move more than half the weight of the fuel to the drives.

We once had a little battle with a DOT officer where we were over weight on the drive axles. I believe we had to move the plate on the trailer back and move the 5th wheel forward. In that situation it was a game of inches moving thousands of pounds. Don’t quote me, it was 10 yrs ago, but if I remember right. the trailer moved 4”and the 5th wheel move 2” and we move like 6000 pounds off the drives.

Go to a good truck shop and ask them how to go about it. A mechanic friend of mine did it for me, and you'll have to get the truck re-speced,
new door sticker, and new owners card that shows the new weight.

A friend just went through trying to get a door sticker with the increased weight steer, kenworth would only give him a new sticker if he bought the new steer axle and all components related to the swap new from them, and iirc they had to install them.
When volvos first started getting popular, all of one model (I forget which one) was overweight on the steers bobtail, if you took it back and told them to fix it, their solution was to remove the fuel tanks and install 1 75 or 80 gallon tank, problem solved.
