I would agree on the not legal part. Not sure what the legal requirements are because normally I was only worried about keeping stuff from falling over. -- Not secured to the dictates of some bureaucratic stack of paper.
But with how much the walls move when straps are tightened? My opinion is anything above the first two holes would be a waste of time.
Here's the thing; the drivers are getting by because van securement is typically not inspected (the exception being Hazmat). I pulled through one roadside inspection place in New Mexico and all van types were waved through. All flats were getting their securement checked over (Looked like a bunch of Kadets in training).
