Well, in 10 years i can see it. At the state line all commercial vehicles pull into the "Bug Check" station. Then you pull forward 100 feet to the weigh station. Then pull another 100 feet to the CARB inspection station and finally, you pull 100 feet further to the CABL(California Brake Lining) check station. Shouldn't take more than an hour to check each truck. Meanwhile, the line of trucks is backed up to Phoenix , waiting their turn to cross the AZ/CA line.

Nope. It's always at it's weirdest when the people discussing California know very little about it.
That's okay, we're used to it.
I live in the north part of the state and things are different here. It's still California just not as obviously strange. We're much more conservative than the valley dwellers and LA people.
And for all you drivers that don't like trucking in California, I have a solution.
Bring your truck up to the state line and hire a California intrastate hauler to bring it in, unload, reload, and bring it back to you.
    See how easy that is?

You'll have to do better than that. You know as well as I do it wont work. I'm sure one of you can invent some brakes that dont spew asbestos dust.

It would also be illegal for that Intrastate hauler to move that load.
The load matters for Interstate/Intrastate not the driver.
