That I'm not sure about. I did not register in CA. I still had to jump through the hoops with the franchise tax board to prove the truck was used in interstate commerce. My latest truck was bought out of state so CA can go suck wind!
You should look into having the truck registered out of state.

I thought about it, but it’s not easy to register the truck in another state without physical address there. I still may try it will save me a lot on insurance too.
Unfortunately moving out of the commy state right now is not an option. -
I'm about to go trough this process and it looks like I have to register the truck before entering into CA. The only problem I see is having the vin inspection form filled out by a out of state cop -

You can do everything you've asked in Montana, as they have no sales tax including on trucks and luxury motor coaches. There's an entire industry dedicated to luxury coaches that allow a person to create an LLC for the sole purpose of avoiding sales tax. Besides the tax benefit that LLC gives you performant registration and cheap insurance rates. It's also completely legal, for those wondering.
