I don't understand what is that liquid made of.

ALL oil caps I ever saw usually had oil on them. Not that grey stuff. The shop will need to examine that and see whats going on if anything.

How does the oil dipstick look at the very top near handle where you pull it out from, any white junk on it, you need to run a oil anil. on the oil before its changed?

Have you sent out a oil sample to be lab tested?

10-4 on the oil analysis - then you know.
    Anything else is speculation.
Sure does look like coolant, tho. Antifreeze smell?

If unit was NOT under Warranty, i would suggest just wiping it off, and seeing if it re-appears.
There's a possibility that could have been there forever, and just not noticed until now.

Could be just slight condensation that developed from the temps going from cold to hot to cold quickly in a high humidity environment, particularly if the truck sits for a few days. Kinda like how the outside of an uninsulated toilet bowl will drip water in hot temps with cold water inside.

But, there may possibly be a slight coolant leak, or water from an outside source that got in there somehow, rain, washing, etc.
