Is it legal to haul lumber boards unsecured in a dry van?

I didn’t read through all the posts, but there was a “ final rule” on this Subject about 15+ yrs ago, after 5 or so years of waiting. Bottom line is no securement needed,even a strap at the back, is optional. I got OOS once before the ruling, DOT Officer said my Cargo, 20 liquid totes, could go flying out the back doors, if in an Accident. I had to laugh,and told him, it’s going one of 3 ways, but not out the back!! I agree some of these loads should be secured. I use a strap, when required. Heavy stuff ain’t moving, if it does, strap won’t help any. I secure light stuff mainly, to keep it from sliding around, usually only last 2 lifts will move. Most Flatbeds are unfairly Scrutinized, while Dry Vans roll through with freight that could easily go through the wall , if in an accident. Putting a strap on the last of 5, 9000lb rolls of paper, Lol. Waste of time.

Switching from van to flat for "more money" would definitely be a rude awakening to a lot of folks the first time they spent 3 hours in sideways rain on securing a crap paying load to get home for the weekend.
