Surging C12

    Hey guys, I have a 2000 T600 with a C12 and when its below freezing it starts surging really bad beteeen 10 and 20 lbs of boost. It does it at all RPM's. New fuel filters and air filter. It will make 30 lbs of boost no problem, but the surging is ao bad that it will start slapping the driveline back and forth till either I get more then 20 lbs of boost or let off the pedal completely. Any ideas? Even the local Cat shop has no idea as they couldnt pull any codes at all...

    Multi torque is off. It started doin this a coiple months ago n has gotten worse. No mods to ecm at all
