Can’t figure out where this relay is located. It’s a 2000 classic xl with a n14. Chasing my tail on this one. Retarder control relay open.

Maybe one of the big square relays in fuse panel? The ones that have faded ink labels, and can’t be read? Maybe try reading schematic on panel door, or switching some of them out, one at a time
