There is a major point being missed here. We all got our licenses (whether Operator or CDL) understanding and answering the principle Keep Right Except to Pass. Sadly, too many 4-wheelers forget this principle as soon as they walk outta the license bureau with their freshly printed license.
Now many Metro areas have lane restrictions for trucks and buses - limiting them to the two right lanes if there are three or more lanes available. Now screw that up by having a person who decides to park theirself in the center lane - that person is now impeding trucks/buses that are restricted to using the center lane as their passing lane.
It becomes even more complicated when there are only two lanes - in which case the left lane is EVERYONE'S passing lane. You decide that you're only gonna go so fast (or slow) and YOU create an accordion effect behind you - further exacerbated in hilly terrain where heavily laden trucks try to use inertia/gravity to give them some speed before the next rise. I remember I-35 back in the 80s with folks driving across the open spaces to the access roads because some fool wouldn't get theirself outta the way of faster traffic - and which led to the Don't hold Up Texas highway campaign.
It's simple...make your pass then get outta the way for the other folks. Besides, there are people who are paid to uphold/enforce traffic laws across this nation. Let them do their jobs, and you just pay attention to your own safety - rather than create an unsafe situation by trying to make yourself a chock block for a big rig.

I wish law enforcement would start giving out impeding tickets. Sadly they are usually only worried about people who are speeding, which is only a partial hazard on the road compared to some of the ignorance i see going on out there.
If i was a trooper i'd probably be writing tickets for everything BUT speeding, that comes to improper lane usage, no turn signal when changing lanes, going too slow, etc.
Unfortunately speeding is what makes these states the big money, so that's all they care about.. They tell you that speed kills, speed doesn't kill speed differential does, so when you're done passing GTF out of the way!!! =) Whenever i ran into this in my truck i'd get in the left lane and pass them anyway, never got stopped for it, but if i had he would've heard a whole bunch of crap about how that idiot in the center lane was impeding and i had no other way to get around him. -
Ontario drivers are the tailgating kings.
If you don't believe me, just go on I-75 in OH, or at I-94 in MI...
Most of them wear a turban, and are registered in Brampton, ON -
It don't matter if I'm in a truck or car if I'm doing the speed limit they can kiss my ### as far as I'm concearned. If I get a person or truck tailgaiting I just hit the brakes to hell with them shouldn't be tailgaiting.
I don't put up with that crap let them explain why there load is shifted. -
Purposely applying the brakes to "deal" with a tailgater could be viewed as 'Aggressive Driving" depending on what locale you're in.
Not to mention the inherent dangers of unwittingly inviting the general motoring public to partake in your game of brinksmanship. Isn't safety paramount?

Precisely the type of idiot that wonders why there is so much congestion on the freeways while he's rushing to work in the morning.
Nobody cares if you want to go slow, but you need to be in the proper lane. Your attitude says a lot about why our interstate system doesn't work the way that it's intended.
Doing the speed limit or not, if you aren't in the farthest right lane while not passing you are still impeding. If someone wants to drive 100 miles an hour it's none of your business, that's for law enforcement to worry about. -
You may get by with that once, even thousands of times...
But it's only going to take one time with a driver not paying close attention and you are going to be smashed like a bug...
When a 4 wheeler and an 80,000 pound truck collide at high speeds, it usually isn't pretty...
