Yes... but logically for any effective quarantine to work it must be sealed off without exceptions. I mean there will be trucks going in and out but they should be highly supervised sort of like going in and out to West Berlin during communist era.

 

The communist party in China is almost constantly worried about a revolution, which is why they subsidize most industries to keep people employed. We're seeing what happens now when too many Chinese are unemployed and struggling to survive. They have the largest military in the world with over 3 million soldiers, but even with that, if their citizens of over a billion people decide they've had enough, the government will fall and the military will let it happen.

 

Going door to door and sitting at the state line are a long ways apart.
