You are right , but mechanic for cat is very hard to find , turbo leak down test was done , it produce good boost upto 50psi I m on bully dog tuner economy mode.

Is your alternator on the right side of the engine by chance? Just asking because a dying alternator will make whining noise that goes with the rpm that you can hear inside your cab and die down during idle. I just went through this. I didn’t have any voltage issues at all. However, the alternator was telling me it’s time to replace. Just a suggestion.

Try spraying some wd40 into the bearing section of the fan clutch.
i had this nasty howl thought it was turbo or bull gear. Turns out just needed some wd on the ol fan clutch lol -
