If it's over 8820 lbs and there are no other hazmats in the load then it gets bulk placards, regardless of the individual container size. I've had arguments with shipping clerks over 55 gallon drums before. See page 30 in the Hazardous Materials Compliance Pocketbook.

I stand corrected after reviewing the regulations.

Unless it was considered 'limited quantity'.....

bottles of perfume are class 3 but if packaged in small enough amounts and listed as limited quantity then it is exempt from placards, and HM driver requirements BUT not IMCO. We load consumer products for export. Lots of small quantities of cleaning products, etc. and it is all limited quantity yet to get accepted on the pier they need special placards, no writing or numbers just a white center with top and bottom black triangles; the international placard for limited quantity haz mats.

I remember hauling loads of Ether/Starter Fluid out Philadelphia to CLT Radiator Specialties.
43,000lbs of Ether and it was ORMD that required no placards or HM endorsement.

A lot more volatile than lighter fluid, but it's all in the way it's classified.

It's like that for car batteries. The rules say you don't need placards as long as they are secured so they can't start a fire. But what about the thousands of pounds of sulfuric acid a load of batteries adds up to? Somebody paid somebody.

ORM [ OTHER REGULATED MATERIALS ] became class 9 so it is placarded today.

ORM D was 'domestic' and covered boxes of butane lighters, charcoal ignighter, etc.

Ok follow up. I was contacted by one of the folks in safety. They wanted to know my side of the story. I explained it and was told they would get back with me. Later I got a call and was told the load would have been ok to haul. I wanted an explanation why, I mean almost 1700 cases that breaks down to almost 20k 32oz. bottles.
I was told that it was exempt because had it been in barrels or drums, it would be but because of the size of the individual containers(32oz) it didn't have to have placards.
That still doesn't sound right. I know it isn't gasoline but it still will burn, and had I taken it and just one bottle got ignited, the whole trailer I imagine would end up being a smoldering pile.
It's in the past and I guess someone else got the load, but this is eating on me because it came across as I should have just taken it, no questions asked.

Does your company have a HM hotline?

You talking about like chemtrec? I do know this, she told me the company isn't authorized to be hauling hazmat of any sort and mentioned a driver called her up concerned over a load of bleach. I am not aware of a HM number.
