This is a common practice in jails and prison were rolling papers are hard to come by. Not saying much when sixteen year olds know about this. But then again this day and time they know about a lot worse. Glad it's not me who has to explain that one to to the man up stairs one day!

 

I've had friends desperate enough to do it. They would only use the blank pages though.
