i hate big long rebar, they NEVER want to load it right. (tight and up against each other)
I've found that if i put some dunnage kinda 45 deg across the top pieces and then put my straps across the dunnage at least something is pushing down on everything.

Divisible pertains to permitted over weight loads not width or height.
That law is designed to keep you from doing stuff like putting 2 40000 pound coils on a trailer getting a permit and calling it good
If that was the case you could not have a 10 foot wide crate on the same trailer as a 9 foot wide crate even if the crates were only 1000 pounds each. Or two wide A/C units on the same trailerD.Tibbitt, Lostkeys, Landincoldfire and 7 others Thank this.
