06 ism 320k miles. Empty loaded bobtail doesn’t matter. Surges thru all gears. As it starts to pull then power seems to be halted but the turbo continues to spool. It will do this continuously thru the entire gear up down up down. If i shift while acting normal it shifts normal. If i do it while its acting up it will sort of sneeze access boost. When ever it surges it puffs black smoke
Just had everything run thru insight. Ran turbo and actuator test passed. Egr test passed.
Just looking to be pointed in the right direction
Cummins ISM surging problem no CEL or codes

Unplug the egr valve and road test. After that, install a mechanical fuel pressure gauge and make sure the pressure is about 120 psi at 1200 rpm. I would also check for aerated fuel, but you need to install a clear test line between the suction line and pump for that.
TheMechanic and BoxCarKidd Thank this. -
Egr unplugged it still surges the same but no black smoke
-
Ok, try the fuel checks if you can.
-
Fuel is right at 1200 psi. No air in clear fuel test line
-
See if you can unbolt the egr mixer pipe at the intake horn and install a piece of plate steel to block the intake pipe and try again.
-
Do this with egr plugged in or unplugged
-
Plugged in. You are just physically blocking the egr piping from the engine intake to test to see if the egr valve is partially stuck open or won't fully close.
-
TheMechanic... Did you ever get this resolved and if so, what did you find? We have one with the exact same symptom.

No reply, but for anyone else using the search function and looking for an answer, we had to replace the turbo. 05 International with ISM.
