It starts hopping when loaded mostly in reverse when trying to back into a door it just won’t stop hopping sometimes when starting on a incline but that’s randomly and when empty it still hops but only in sometimes. Could this be a clutch issue or a fifth wheel problem ?

Check your motor mounts, front and rear. My '98 9400 IH with an N14 cummins hops and carries on when I take off loaded on a hill goin forward, but I can take off backwards loaded up a hill and it's smooth as silk. I replaced the clutch and didn't help so someone suggested the motor mounts. the one on the passenger side is broken and I'm replacing them both right now. It's a nasty job on this truck. I'll let you know if it helps. I've had this problem with other IH's I've driven when I was a company driver for other outfits. Seems like it might be common for these.
