Doesn’t matter what year or how many times it’s been rebuilt. Original date of manufacture is all that matters.

Nope. It's "engine model year" that matters. The casting date of the block doesn't.
If it's rebuilt to the same emission standards, thus same model year then that's the year it goes off of.
If it's rebuilt to a new standard, like taking a block from 2010 and conforming to 2020 standards, then it's a 2020 model year. -
So would this Engine be eld excempt or no?

How do I find out what type of rebuild they did to it?

Can you show a reg on 95 or older? Pretty sure it’ll be pre2000 same as USA. I know plenty of guys with 99s and it won’t work in their trucks.

It says 1999 model year right on that tag.

That’s what the seller is claiming but I want to be 100% sure that I can use paper logs before getting one
