If you drink a bottle of water, it is empty. But does it not have a few drops left in it? The inside of the tank is empty, but it's not white glove test clean.

You take a 5 gl gas can fill it with gas.
Now take it and pour all of it into the gas tank on your car..... ALL OF IT...!!
The gas can is empty right....??

A tanker is empty when it no longer contains any product. But there still will be residue left by the product that can be toxic to breathe and/or flammable. That is why the placards are not removed until the trailer gets a washout. The tanker driver should be in possession of the last BOL for a unclean trailer showing the "Last Contained" product, or a washout slip for a clean trailer.
I asked a DOT cop at a California scale how they knew if the box and tanker trailers in the empty line were really empty. He said he could tell by the way they looked and bounced when the rig went over the speedbump in front of the scalehouse. Of course he could have been full of it. I have been in the haz tanker sector for 20 yrs there is no fine for a driver removing placards on a empty and cleaned tanker.
