First It seem little steep of a price for a jackknife.
What type of trailer?
Was it loaded?
Was it leaning? This can be more work than a rollover.
Did the load shift?
Thing is a flat ground jack knife one large or even a medium duty wreck can handle it.
In the ditch of soft mud, down hill, will a strong down hill lean, complete different game. Minimum of two Heavy duty wreckers. Probably rotators at 450-750 per hour, per truck.
Was the trailer heavily damage and require disconnecting to tow?
Was any freight hand unloaded, was fuel pumped for leaking tanks?
I could go on and on. Pics and longer detail would help.
If you gonna self pay, go ask towing company for a cash price.
I have a feeling this is the insurance co. Price.
If the second is the case, its because Insurance companies treat towing companies like DRs. You bill them, then they tell you what they are gonna pay.

Empty trailer no disconnect but the guy is telling me it was way off the road and also no rollover or damage he said they brought a few tow trucks

Actually you can dispute it in court, have ooida, and state towing organization audit it.
Happens all the time. Guy I used to work for sat on a review board and with his years in business we audit accidents from other states and services. I was able to join in the fun of this.

Well looks like soft ground, what was the distance from roadway?
Its alittle expensive for details provided.
But, that cab is busted loose and needs secured, driveshaft and or axles should have been removed. Without seeing grade its a toss up.
But being a used Columbia its most likely totaled. Who cares, let the insurance pay for it.

Expenses add up. Say 2 wreckers, possible traffic control, making the unit legal to tow, deadhead time for the wrecker to/from the scene etc.
