09 cummins isx 20 degrees no start without spray

Hi I have a 09 cummins isx 15 that won't start in the am when outside temp drops to 20 F. or below the fuel water separator has fuel not dry i can't seem to figure out why I changed all filters also after it does start it starts excellent all day until the am now if I keep it starting it throughout the night it will start fine in the am it only fails when its left alone about 6 to 7 hours ..
