There are a lot more cameras out there than the obvious ones. Many of them are public feeds, anyone can access them. They are focused for other reasons, homeland security, weather and traffic conditions etc. They might be a mile or even 10 miles from the toll booth. With a little elementary calculations, say the offender passes the toll gantry at 09:25 hrs on Monday headed west, the camera you have is 9 miles away, just pull up the feed at that camera starting at 09:30 and watch for your suspect. You 'll get him. Watch a few episodes of "Person of Interest", you'll get the idea.
And yes I am paranoid.
