I just want to say unless the broker pays in the currency of whatever company they are giving the work to, either the IRS or CRA will penalize you for it.

Broker pays in US$, Broker needs W-8BEN from foreign business for a foreign payments. IRS or Revenue Canada, does not look at the BOL where the load originate and delivered.

Since, I started looking into it, I was surprised by the scale of such business activity by foreign companies in interstate commerce

Of course, its not anybody's fault
US moved manufacturing industry to China, which definitely reduced freight in US, considering the movement of raw materials and development of raw materials etc etc...
This could have stayed in US and, that abundant freight could be shared with that foreign truck closer to home contrary to sharing that with trucker fellow in China
Thread is no way to blame foreign trucks and promote hatred among people of any origin.

There used to be time when Americans were going to Canada to get medical treatment for free, then Canada implemented a better system to stop that!

I'm not quite sure what you are saying. I have done work for many, many years and been paid in USD while living and working in or from Canada without issues.

    Ah... no.

And if that is the extent of this...
I don't have a lot of faith in your conclusions.

    Great :)
I did not conclude anything... I respect your opinion that even though you are aware of such practice, you do not think the scale of such activities are of any consideration given the magnitude of logistics under NAFTA agreements.
When I was living in Canada, I did not think that the magnitude of Americans seeking free medical treatment from Canadian Health system was of any consideration.....

Working in the US offices of a Canadian carrier, we were often asked how we got our freight out of Canada. We didn't the company marketing was all in Montreal. We did any intra-US work and they took care of the Canadian freight with both coordinating cross boarder operations without any cabotage violations.

We have a Canadian carrier dropping trailers in our lot. One of is guys stays two nights a week and loads several loads to make quicker turns for some of the other guys but no cabotage.
