When you hook, you tug. That is not the tug test. Tug test is done once hooked with gear up. If that is your only tug test, you will end up with a trailer taking a bow if not connected. Technically they do say it is a brake check with 5th wheel attachment check, but the purpose is brakes, not attachment, since you have already pulled on the pin before gear up and lines on, and done your visual on the jaw and clearance.
