1. Expenses go up
2. Small carriers gou out of business
3. Capacity is greatly reduced
4. Rates go up
5. Higher shipping costs are passed down to consumers with higher priced goods at point of sale

It's not just the insurance thing. They also mandate the FMCSA to go back to the HOS changes and re study them and tighten down on the use of PC. They will have to do a study on adding trailer side under ride guards on all trailers. And then there is the speed limiter thing too.
