2009 KW T800 Window Wipers Only Run On High Need Advanced Help

Hello,

I've got a 2009 T800 that's giving me some issues. The wipers will only run on high setting and I'm getting no power to the Window Washer either. I have checked every single fuse, put a new Wiper motor on, and tried two new relays,and changed the multi-function switch but I still have only wipers on high speed.

This has me thinking it might be an issue with the wiper control module but before I sink any more time into this I figured I'd see if anybody else can help out.

Also, if anybody could point me in the direction of where the wiper control module is located and how I can test it that would also be appreciated.
