I have a 2013 westernstar w4900. I tried another resister and another blower motor and relay also and still no high speed so I guess all that’s left is the switch should be the culprit right? Idk what else to look at!

Usually if the resistor is bad you'll lose all speeds EXCEPT high. Sounds like the switch is all that's left. Unless there's something electronic in the circuit controlling it.

Its better to leave it up for the next person, just so they can see what the fix was.

    A simple troubleshooting tip.

If it only runs on high, it is the resistor.

If it only runs on anything but high, it is the switch.

If it doesn't run at all, most likely it is the motor but confirm by a volt meter at the motor leads.
