I get it and I agreed with you above. They should have to pass the test to renew their license plates.

Good job to this community for pointing out obscure laws such as this permit requirement. How am I supposed to know about these requirements going on in a random jurisdiction when I rarely have anything to do with this region. Anyways, I got a load going to the quarantine zone in PA so I decided to take the course. Its not two hours as the course states but closer to 45 min. It has three sections each with a seven question multiple choice quiz at the end. If you get some wrong you can reset each quiz up to three times on each section to get a passing grade, its really easy.

The course uses Youtube videos so I grabbed the links if anyone wants to see what the course is like.

It's also been found infesting in small parts of Delaware, New Jersey, Maryland and Virginia, and without infestation in New York and Connecticut.

Since spotted lanternflies can only spread by big-rig or commercial trucks, there is no need for car drivers to get a permit. Yes, this is sarcasm. As usual, the trucker is blamed for all evils, and car drivers are left alone because, quite simply, they're too big of a target to pick on.

I hate driving in Pennsylvania. Not only do I have to hassle with these silly permits, and they expect me to do lots of truck inspections for free for them, but the roads are so hilly that you can't drive them with any kind of speed. You have to go slow up the hills, then you have to ride brakes going down the hills, and of course if you don't, your driver cam will tattle on you. F' that. I kept asking my last trucking employer to stop sending me there, but they ignored me, and so I quit. Here's a thing about those driver cams that bust you for petty ####: just don't agree to drive in places where they're likely to go off. And if some state wants to pile additional work on you to be done for free, or hates truckers, don't deliver their loads. Tell your trucking company that you won't, and that if they give them to you anyway, you'll go elsewhere.

Kind of off-topic, but I've got a drive cam through samsara and the company doesn't say anything to me when I'm speeding. Find a better company. No speeding tickets in 8 years for me and the only one in a truck was 60 in a 65 because I was oversize in Ohio.
