Funny this came up. Was going through Cottonwood scale yesterday by Red Bluff CA and they had dude stopped on scale. Scale guy was measuring his axles which were clearly to far back

I ran an annual california oversize permit for a 3 axle RGN that had a KPRA of 45 ft ... it had to be permitted loaded or empty. Never once was asked to see the permit for kingpin rule. That is the only way I know of to get away from the 40ft rule

Only once or twice did the dude ever load them so you were California legal, which is how the pay was figured.
I'd always go up through the top of Nevada and go through Burns if it didn't scale.
Youngblood made it up to Cottonwood and they popped his seal and made him rework the load right there.
I know cause this Stooge is calling me at 0200 in the morning asking me to deliver my load 12 hours early.
